For most counties it does not however about 10 years ago San Francisco County began charging a $30.00 filing fee and another hearing fee depending on the value or size of the assessment.  More counties are following in the footsteps of San Francisco and are now charging filing and hearing fees.  If there is a reduction in value after an appeal hearing, depending on the percentage of reduction some of the fees can be gotten back with a proper application.
