Can the county assess me for more than what I paid for my property?

Yes, if the county can prove that you benefited by purchasing a property below its market value when you purchased it. There is a provision in the Revenue and Taxation code called Rule 2 which states that it is presumed that the purchase price of a property is its taxable value however the county does have the option of proving that is not the case.
